RMB Fund Watch: guidance funds keep anchoring early-stage fundraising

RMB fund formation continues to be driven by government guidance funds and state-owned capital, which now anchor the majority of new early-stage vehicles. This note summarizes what we are seeing in public fund registrations and announcements.

New vehicles

Recent launches skew toward two formats: sub-funds of provincial guidance funds with mandated reinvestment ratios, and specialized vehicles raised by university-linked and research-institute GPs. Average target sizes have come down, with many first-time vehicles closing below RMB 500 million.

GP and team moves

  • Several mid-market RMB GPs have added partners with operating backgrounds in semiconductors and biotech.
  • A handful of USD-trained investment professionals have joined RMB platforms, typically to lead cross-border mandates.
  • Key-person changes at two regional funds preceded renewed fundraising activity — a pattern we will continue to monitor.

Allocation signals

LP capital is concentrating in hard tech: AI infrastructure, advanced manufacturing, and new energy dominate stated mandates. Consumer and pure-software strategies remain difficult to raise domestically. We expect the next two quarters to bring more consolidation among smaller GPs that cannot reach a second fund.
